It's not 'pulled' at all. That is the true speed of the film.
Because of their nature, the fastest films have the most latitude. To some extent, development is flexible.at least more so than with slower materials, especially the very slowest. Some people mistakenly believe that development can control or affect the speed of the emulsion. That's not what is happening at all. The film simply has more capability to tolerate 'underexposure' to begin with.
