To be honest, I have no idea. I gave up using colour reversal films years ago and when I did, I always exposed them at their ISO ratings.
You could download the technical information from Kodak's website and see if that helps.

I believe that Rodinal Special is similar to Kodak HC110, but I might be wrong.

Yo Keith !! well -- I find FX-4 is good for outdated films-- it gets good shadow details, low fog level and diluted as I use it. good 'acutance' and I have fun making it up ! Perhaps Fuji will reintroduce Neopan 400 if there is enough interest. Kodak recently began producing T-MAX 3200 again.
