possible to reduce dev. time?

I am trying to do some home development & having trouble with the water temp. It seems the lowest it will get (just cold faucet running alone) in this apartment building is 80 F, so I'm wondering if it's at all possible to reduce the development time and use the water at that temp anyway??
I'm trying to develop various types of film, but right now am attempting Kodak Tri-X 400 with HC-110 developer.
Any insights/info/advice is much-appreciated!
