Film looks underdeveloped, but was in more than enough time

I have been developing black and white on and off for a few years and have never really run into a problem until today. I was developing Kodax T-Max in D-76 at 20 C and the film came out silver on emulsion side and dark gray on the other. I developed the first one for 9 mins and the second roll for 13mins. Both look exactly the same. The developer and fixer are brand new. Anyone have any suggestions???

If the film appears dark gray and lacks transparency, then it sounds like the fixer is not working. Try mixing some fresh fix, and immerse the film you have developed into the fixer for a minute to see if it clears. If this is not the problem, then replace your developer and run a test roll.
