Changing temperature registered in chart

Hi everyone, I'm going to develop an Ultrafine 400 film with D-76 developer and I discovered the room temperature of water in my city is about 25°C, is there any mathematical formula for the developing times if I want to work with this temperature or should I stick to the chart and use strictly 20°C water for 13 minutes?
Another question I have is about the ratio of developer used, it says 1+1 but I have a little amount of it and I plan not to spend it all in only one develop, Is there any way I can change the ratio to 1+3 or higher?
