Strange 'micro-bubbles' on film

I developed a Fuji Neopan 400 120 for a friend today; usually I have no trouble with strange things happening in various developers I have used, such as Tetenal Neopress HC 1+31, Promicrol 1+14, and my home-made Acutol S (FX15 Formula) 1+1 or 1+3 but today I used the FX15 1+1 and found the back of the film covered with microscopic 'bubbles', little clear things like pimples -- what has happened ? I use a two-bath fixer so the film should be well fixed, Paterson Wetting agent in final rinse and dry in the bathroom . I did some Chinese Shanghai film two 120 rolls in the same FX15 before the Fuji and they came out OK with no strange things -- any one help ?
Got COMPUTERISED and 'slightly Digitised Pentax K10D' but FILM STILL RULES !
