D-76 vs. Ilford ID-11 Dev. Times

I've noticed that for some films D-76 and ID-11 in stock solutions have the same developing times, and for other films they do not. The same is true of D-76 (1:1) and ID-11 (1:1). Is this because of human "error" in developing the charts, or do different developers respond differently to different films? Any photo chemists out there who might know what might be going on?

Development times are only approximate; you need to fine-tune them. I usually completely ignore recommended times.

The development times are a starting point, which you can alter if necessary to suit your own personal requirements.
A photographer, who's prints I like, uses ID-11 for processing FP4+ in 5x4 inch format and his time for the 1+3 dilution is very different from Ilford's times.
If you look at the (Exposure-Guide) and (Processing-Guide) in the link below, you will see that he has simplified his exposure and processing method to produce the negatives that he find easy to work with.
