Who makes a decent one? What about discontinued products?

Depends on what size of film you are wanting to scan and how much your are looking to spend.
I use Hasselblad Flexitight X1, but they are high end, cover all formats and cost around £10,000. Cheaper option is Nikon LS9000 film scanner, which does 35mm & 120. I think it's discontinued but still pretty good.

35mm color negatives and slides

Ok, the Nikon LS9000 does 35mm slides (5/6 at one time) and negs (2 strips), Nikon did a 35mm only one too, think it was LS4000, again discontinued. A good flat bed scanner would be Epson V700 or V750. I hope that helps.

For discontinued, Nikon scanners have a very high reputation.
I got the best information by going to hamrick.com (the Vuescan software website) and slowly looking at the specifications for scanners his software supports.

As soon as tax season is over I intend to buy the Pacific Image (PIE) XA scanner (product number papfxa at BHphotovideo.com) for two reasons.
1) I like the fact that it does not require fiddly film carriers. You just insert the film strip or mounted slide directly into the unit. This can avoid focusing problems.
2) Dmax is not the highest, but to get any higher costs well over twice as much as the $450 this unit is selling for

The downside is that you cannot batch scan mounted slides. You can batch scan any 35mm film strip(slide or color negative) up to 40 exposed frames
