Yes it certainly is.
We got a headache from A&O to get it (in our case Rodinal) delivered in the Netherlands, 100 km from Neuss, their headquarter. It seems to be they have logistic problems.
We have ordered it via our collegues Rollei in Germany and they are very reliable in their supply.

Hopefully A&O will improve their efforts to their foreign business partners otherwise they can better close down their factory in Vaihingen (Stuttgart).

The reason I enquired about Refinal is that some one I know wants a replenishable PQ developer preferably available in powder form to use in deep tanks for processing sheet-films.
Microphen is only available in 1 litre size packs and the replenisher has been discontinued for a long time. Refinal is the nearest substitute I can think of to Microphen although I also suggested D-76, ID-11 or Ilfotec DD (Dip & Dunk Developer).
